The Cambodian adoption suspension that began in December of 2001 and continues to this day was also rife with tales that cast the US Embassy in a questionable light as to their part in things.&lt;br /&gt;

Two sides, indeed, and both must be told.</description>

		<description>Just a comment about Vietnam.  14 NOID&#039;s were issued in a 2-wk period while my friend was there adopting.  The perspective of the adoptive parents who were there is that the Embassy has an ax to grind with some people and uses NOID&#039;s to punish adoption agencies.  In the past, I would have believed the Embassy, but having been victimized myself by my own government who can falsify information with impunity, I wonder how accurate these parents are. There are always two sides to every story and the AP&#039;s in not getting told in this case.</description>
